That's fog rolling into the Golden Gate...
Fog marches where it wants to and there is no stopping it... It can be cold and miserable, but it also serves as wonderful natural air-conditioning during hot weather.
That's the Sutro Tower sticking out of the fog -- it's a tall support for antennas.
The Golden Gate Bridge, if you could see it, would be on the left side of the photo.
The photo was taken from the West Peak of Mt. Tamalpais at an elevation of about 2,000 feet.
